About ICARE

What we Do

The ICARE committee is strictly an advisory body and holds no legislative or executive power. Its responsibilities include:
Information Gathering: Collect and organize questions, concerns, and suggestions from local citizens regarding local industrial projects.
Research and Analysis: Research existing public information, regulations, and best practices related to similar industrial operations, focusing on environmental, health, and economic aspects, and social impacts to the community.
Proposal & Generation: Develop and present action proposals to the city council to address key citizen questions and concerns. Proposals must include potential pros, cons, and resources required.
Reporting: Provide regular (per meeting) written reports to the city council that document community concerns, committee evaluations, and proposals or recommendations. Reports should present a range of perspectives, highlight supporting data and sources, and clearly identify associated risks, benefits, and uncertainties.
Community Engagement (Limited): Hold periodic, advertised public forums to gather input, ensuring a direct representation of community views. Maintain a public city email address linked to the committee members for soliciting community input.

Objective

The ICARE committee will consist of a small, focused group of volunteers to ensure efficiency and balance of perspectives. The ICARE committee shall be composed of the following:

Council Liaison (1): A non-voting city council member designated to facilitate communication.
Community Members (5): The voting members of this committee shall consist of five residents within the Inola school district with varied backgrounds.· Members shall collectively reflect a broad diversity of the community, bringing a range of perspectives, lived experiences, and areas of knowledge and other characteristics that contribute to a well-rounded representation of the community. Certain disclosures, particularly those related to project-specific interests, may be revisited on a case-by-case basis as new topics arise

Composition

To establish a community advisory committee that serves as a conduit between the Inola City Council and the citizens regarding questions, concerns, and potential mitigation strategies related to the local industrial operations. The committee's primary goal is to gather community input and present the city council with data-driven, balanced, and actionable proposals to address citizen concerns.
